A chew toy shaped and scented to get a cat interested, with a textured surface that rubs along the gums as they chew. Cats will not accept dental care the way dogs do, so a toy they choose to chew is worth more than a brush you never get near them with.
Set expectations properly. A chew toy helps at the margin - it will not remove tartar that has already formed, and it is no substitute for a dental check if your cat's breath has turned.
Catnip does most of the work in getting them to pick it up in the first place. If your cat is one of the third that do not respond, try the mint stick instead.
