Three small mice you load with dry treats. The cat has to bat, roll and paw at one to shake a treat loose, which turns a handful of treats into ten minutes of activity instead of ten seconds.
Three is the right number because you can hide them around a room and let the cat find them. Foraging for scattered food is what an indoor cat is missing most, and it is easier to arrange than any other form of enrichment.
Use them as part of the daily food allowance rather than on top of it. Treat toys are the quickest way to a fat cat if you forget that the treats still count.
