Start with where the lead attaches

For a dog that pulls, the lead belongs on a harness and the collar stays as the ID collar. Pressure across the chest is safe in a way that pressure on the throat is not, and a front-clip harness turns a pulling dog back towards you instead of letting it tow you forward. For a dog that already walks politely, a collar and a fixed lead is simpler and lighter. A headcollar is the step beyond a harness for a dog strong enough to out-muscle one, and it steers the head rather than tightening on the neck.

Measure before you choose a size

Harnesses are sized on chest girth measured just behind the front legs; collars on neck circumference with room for two fingers. Neither is sized reliably by breed or by weight, and a growing puppy will need re-measuring every few weeks. Check the fit again after a long-coated dog has been clipped.
