Never put a mat or polystyrene under a Juwel tank. The safety base frame handles load distribution; Juwel's instructions say no underlay.
Get the floor checked before you commit. A filled Vision 450 with cabinet is around 600 kg on a 151 × 61 cm footprint. On anything other than a slab, that deserves a structural opinion rather than an assumption.
